One of the provocations of the 60's was when Yves Saint Laurent (1936- 2008) designed pantsuit for his pret-a-porter collection Rive Gauche in 1966.
However, the first pantsuit was designed even earlier, in the beginning of the 60's in London by Sally Tuffin and Marion Foald (dress on the picture below). That pantsuit was designed as a rebel joke against establishement and the women who wore it were not allowed to enter to many places in London, Paris and New York.

This pantsuit which include three parts of clothes was designed in 1968 by Tommy Nutter, who opened a saloon in this year on Savile Row. He became very prestigious and made pantsuits for Mick and Bianca Jagger.
